Jo de Morton is the first Secretary of the Department of Government Services, established on 1 January 2023, to lead on the Victorian Government’s digital transformation agenda.

Prior to DGS, Jo was the founding CEO of Service Victoria. She took it from a technology startup to an award-winning digital platform for government services. Under her leadership, Service Victoria played a crucial role in supporting the Victorian Government’s response to the COVID-19 pandemic.

Jo has brought a wealth of experience to her role in the Department of Government Services. She was previously the CEO responsible for establishing the Independent Broad-based Anti-corruption Commission (IBAC) and has held deputy secretary roles at the Department of Premier and Cabinet and the Department of Primary Industries.

Jo is passionately committed to customer service delivery and government service reform, in particular artificial intelligence and the role it can play in a digital future for government. She was named one of the Top 50 Public Sector Women in 2021 by the Institute of Public Administration Victoria.
