With deep expertise in consumer advocacy and regulation, she leads strategy and reform that places people—especially those experiencing vulnerability—at the centre of policy, practice and organisational culture.

Grounded in social justice and collaboration, she works to turn courageous leaders and regulatory intent into meaningful change that strengthens accountability and delivers better consumer outcomes. At Uniting Vic.Tas, she ensures lived experience shapes strategy and decision-making, helping organisations reform business practices and embed lasting cultural change.

Janine has held senior roles with the Australian Energy Regulator, the Consumer Action Law Centre and the Energy and Water Ombudsman (Victoria), contributing to regulatory reform and consumer protection across sectors.
