Belinda Lewis is a public sector leader, currently Director, System Policy Branch, Queensland Health, responsible for strategic policy for domestic and family violence and women’s health policy. Belinda has worked in the public sector for over 25 years, holding several leadership positions in human services and economic portfolios, including transport, main roads, housing, homelessness, communities, disability, and aged care. 

Belinda is a strategy and reform specialist, and champions reform and policy outcomes for Queenslanders, with a focus on service improvement and outcomes for vulnerable populations. In 2023, Belinda led her team to develop and deliver the Women and Girls’ Health Strategy 2032 and Investment Plan, launched in March 2024. 

Prior to this, Belinda led the development and delivery of the Palliative and End of Life Care Strategy and partnered with the Commonwealth on the stakeholder and sector engagement for the COVID-19 public health response for the aged care community.

Belinda holds bachelor and post-graduate degrees in Arts, Business, Project Management and Business Administration, most recently achieving governance and directorship accreditation through the Australian Institute of Company Directors.

Belinda is an advocate for lived experience, clear communication, and deep engagement, and is passionate about addressing structural disadvantage for women, including investment in women’s health and wellbeing, and women’s economic engagement.
