Lachlan Phillips is the acting CEO for the ACT’s Independent Competition & Regulatory Commission. He has been with the commission since 2021, leading the licensing and economic regulation of utilities and providing competition advice to government. 

Lachlan’s background includes a range of senior regulatory roles in the Commonwealth covering aviation, environmental management, media classification and transport security, including as Australia’s Transport Counsellor in the Middle East. Lachlan is focussed on building regulatory capacity within agencies, including collaboration with industry and other regulators to apply lessons across all branches of government.

Lachlan has an honours degree in political science from the Australian National University.  Lachlan also sits on several ACT school boards and is an active volunteer with Scouts Australia.
