Ruth leads the Strategic Implementation Group in the Premier’s Department. This includes delivery of public sector reform, cross sector mobility and the internal IT/Finance teams servicing Premier’s Department, Cabinet Office and the Ministry. Ruth has over 30 year’s experience in leading largescale operations and reform in both the UK and Australian public service. In the UK she led the operations of the large service delivery departments – employment, tax and welfare – and was appointed the Operational Delivery Head of Profession across the UK public service. In moving to Australia, Ruth joined EY Advisory as the lead partner in Human Services, providing professional services to Government and community sector clients. Most recently she has been a Deputy Secretary at Education where she led the COVID taskforce, Learning Improvement and in the last year was appointed Chief Operating Officer, driving transformation in the services delivered by the Department to NSW public schools. In 21010, Ruth was awarded the CBE in the UK for her public service in reducing unemployment during the GFC.
