Toby Dagg has spent more than two decades working where child protection, digital regulation, and online safety policy meet. He was present at the creation of the eSafety Commissioner in 2015 and spent a decade shaping its growth by founding the Investigations Branch, leading the Regulatory Operations Division, and overseeing implementation of the Online Safety Act 2021. Across that time he worked closely with platforms on some of Australia’s most significant regulatory actions and reforms, engaging on everything from child sexual abuse material to image-based abuse, sexual extortion, and emerging digital harms. Through Primary Purpose Advisory, he now advises platforms, government, and civil society on online safety strategy, child safeguarding, and regulatory design.
