Adam Dent has served as Chief Executive and board member of SIRA since July 2021, leading the regulation of insurance and care schemes in NSW.
Adam’s background spans the public, private and non-profit sectors, working as the Chief Executive Officer of NSW Trustee and Guardian and the Commissioner of Dormant Funds. He was the Director of Government and Public Sector Advisory at Ernst & Young, Commissioner of the NSW State Emergency Service, and State Manager of Emergency Services for the Australian Red Cross in Victoria.
Adam is passionate about improving customer outcomes, data and digital innovation, and transformational change. He has led significant policy reform, national and state-wide disaster and crisis response, and has a proven track record of building organisational capability and results.
Adam holds a Master of Business Administration from the Australian Institute of Business and an Executive Certificate in Public Policy from the Harvard Kennedy School.
He also holds a Graduate Certificate in Professional Legal Studies from Griffith University and is a graduate of the Australian Institute of Company Directors.

Rowena Park leads the Australian Energy Regulator’s Compliance & Enforcement Branch as General Manager, focusing on making energy consumers better off. She is responsible for retail authorisations, exemptions, retail and wholesale compliance, compliance assessment and reporting and all investigations and enforcement undertaken by the AER.
Rowena has previously led enforcement teams at ASIC, focusing on financial services and credit misconduct, including as Group Senior Manager in Financial Services Enforcement. She led ASIC’s Royal Commission Litigation Program focusing on misconduct arising from the Royal Commission into Banking and Financial Services.
Rowena has also led policy development and law reform projects including ASIC’s project team for the Treasury-led ASIC Enforcement Review Taskforce. The Taskforce made a number of recommendations resulting in law reform which has enhanced ASIC’s regulatory toolkit considerably.

He currently serves as the Principal Advisor for Regulatory Systems at Taumata Arowai, where he focuses on whole-system improvements for regulatory functions within the Three Waters System. Prior to this, he held key advisory roles at EEA New Zealand and WorkSafe New Zealand, where he led strategic initiatives and implemented change for improved regulatory practices. James holds a Master’s degree in Ergonomics (Human Factors) with distinction and a Bachelor’s degree in Psychology. His expertise spans strategic thinking, system design, relationship management, and regulatory practice. Known for his emotional intelligence and energy, James is a proven leader who thrives in challenging circumstances.

Caroline commenced her career as a Chartered Accountant working for a Big 4 firm in Brisbane and London. She retrained as an intelligence analyst and has worked in risk, intelligence and investigation roles for the Commonwealth Government for the last 18 years.
Caroline graduated with a Bachelor of Science and Bachelor of Commerce, before pursuing her Graduate Diploma in Chartered Accounting.
Following her Masters of Forensic Accounting with Distinction, Caroline undertook additional training and was awarded the Chartered Accountant Forensic Accounting Specialist designation. She is a member of the Australian Institute of Professional Intelligence Officers.
She is currently Director of Risks and Insights at AUSTRAC.

With a background in policing, human resources and regulation Samantha brings a wealth of experience to her role in leading Enforcement in ReturnToWorkSA’s Regulation Group. Samantha has applied her experience in criminal intelligence to embed risk-based practice across her team’s auditors and investigators. In January this year she implemented an intelligence team to support the whole of Regulation in risk-based practice. Clarity of purpose, co-design, leveraging technology and good structure have meant that ‘Regulation Technical Services’ is operating with impact, although still not at maturity. Carla is the Group Executive Director of the Performance Audit Services Group in the Australian National Audit Office (ANAO). As part of this role, she oversees the delivery of performance audits of Australian Government entities by a group of over 100 staff and contracted firms. Prior to this, she was the Group Executive Director of the ANAO’s Assurance Audit Services Group where she oversaw the financial statements audits of all Australian Government entities and the Whole of Government’s consolidated financial statements. Carla has over 20 years’ professional experience in public sector auditing.
Carla is a Fellow of Chartered Accountants Australia and New Zealand (CA ANZ) and a Graduate member of the Australian Institute of Company Directors. She is a member of the CA ANZ National Council and the CA ANZ ACT Regional Council.

Kim Denyer is the Director, National Compliance Services at the National Heavy Vehicle Regulator. Kim started her career as a NSW Police Officer in 1982 and resigned in 1991 to join the then Roads and Traffic Authority, now Transport for NSW. During her time at TfNSW Kim had a diverse career which included working in the development and delivery of road safety advertising campaigns to leading the expansion of enforcement camera programs.
In 2017 Kim moved from Sydney to Brisbane to commence her position at the NHVR Kim’s current role is responsible for leading the development and implementation of operational policy and procedures, the delivery of national regulatory services, the intelligence function and the delivery of national operations. Kim has degrees in Law and Business and a Masters qualification in Public Administration.

Kate is currently the Director of Intelligence at the Fair Work Ombudsman. For 20 years she has worked across the Federal Public Service managing operational delivery, strategic support and intelligence functions.
Over the last eight years Kate has led the development and embedding of an intelligence function at the Fair Work Ombudsman, assisting to shape the agency’s transformation to an intelligence led regulator. Kate champions information sharing across government and is an active member of the broader intelligence community.
Kate was previously named as one of the 31 Most Powerful part-timers in Women’s Agenda because of her active engagement with advocating flexibility for women in leadership roles and continuing involvement with volunteering in community organisations.

With a background in policing, human resources and regulation Samantha brings a wealth of experience to her role in leading Enforcement in ReturnToWorkSA’s Regulation Group. Samantha has applied her experience in criminal intelligence to embed risk-based practice across her team’s auditors and investigators. In January this year she implemented an intelligence team to support the whole of Regulation in risk-based practice. Clarity of purpose, co-design, leveraging technology and good structure have meant that ‘Regulation Technical Services’ is operating with impact, although still not at maturity. Carla is the Group Executive Director of the Performance Audit Services Group in the Australian National Audit Office (ANAO). As part of this role, she oversees the delivery of performance audits of Australian Government entities by a group of over 100 staff and contracted firms. Prior to this, she was the Group Executive Director of the ANAO’s Assurance Audit Services Group where she oversaw the financial statements audits of all Australian Government entities and the Whole of Government’s consolidated financial statements. Carla has over 20 years’ professional experience in public sector auditing.
Carla is a Fellow of Chartered Accountants Australia and New Zealand (CA ANZ) and a Graduate member of the Australian Institute of Company Directors. She is a member of the CA ANZ National Council and the CA ANZ ACT Regional Council.

Kim Denyer is the Director, National Compliance Services at the National Heavy Vehicle Regulator. Kim started her career as a NSW Police Officer in 1982 and resigned in 1991 to join the then Roads and Traffic Authority, now Transport for NSW. During her time at TfNSW Kim had a diverse career which included working in the development and delivery of road safety advertising campaigns to leading the expansion of enforcement camera programs.
In 2017 Kim moved from Sydney to Brisbane to commence her position at the NHVR Kim’s current role is responsible for leading the development and implementation of operational policy and procedures, the delivery of national regulatory services, the intelligence function and the delivery of national operations. Kim has degrees in Law and Business and a Masters qualification in Public Administration.

Kate is currently the Director of Intelligence at the Fair Work Ombudsman. For 20 years she has worked across the Federal Public Service managing operational delivery, strategic support and intelligence functions.
Over the last eight years Kate has led the development and embedding of an intelligence function at the Fair Work Ombudsman, assisting to shape the agency’s transformation to an intelligence led regulator. Kate champions information sharing across government and is an active member of the broader intelligence community.
Kate was previously named as one of the 31 Most Powerful part-timers in Women’s Agenda because of her active engagement with advocating flexibility for women in leadership roles and continuing involvement with volunteering in community organisations.

Adam Dent
Adam Dent has served as Chief Executive and board member of SIRA since July 2021, leading the regulation of insurance and care schemes in NSW.
Adam’s background spans the public, private and non-profit sectors, working as the Chief Executive Officer of NSW Trustee and Guardian and the Commissioner of Dormant Funds. He was the Director of Government and Public Sector Advisory at Ernst & Young, Commissioner of the NSW State Emergency Service, and State Manager of Emergency Services for the Australian Red Cross in Victoria.
Adam is passionate about improving customer outcomes, data and digital innovation, and transformational change. He has led significant policy reform, national and state-wide disaster and crisis response, and has a proven track record of building organisational capability and results.
Adam holds a Master of Business Administration from the Australian Institute of Business and an Executive Certificate in Public Policy from the Harvard Kennedy School.
He also holds a Graduate Certificate in Professional Legal Studies from Griffith University and is a graduate of the Australian Institute of Company Directors.
